The PAC Tour was founded many years ago on the site of the former Crafton Golf Club, which has since closed. The Tour originally consisted of around 4 foursomes of golfers of all skill levels who shared a common bond — the love of golf and the desire to wager dead presidents on their ability to put the little white ball in the hole in less strokes than the rest of the playing field.

While the Crafton Golf Club is gone, the members of the original skins gang banded together to keep the game alive. In year number 5 of their rebirth, the tradition continues. The rules are the same. You must love golf. You must love to gamble on golf. You must be a good sport, and share the ideals aforementioned in the spirit of competition.

The PAC Tour is an acronym that is up for debate. Some members believe it stands for Pays All Cash. Others are of the notion it signifies “Poor A-holes from Crafton.” Both meanings are valid. But the bottom line is as always — we are a bunch of working stiffs who have a passion for the game and we love to bet on our skills every Sunday morning until the snow is so deep you can’t read a putt. 

The PAC Tour is about 30+ strong now, with about 5 foursomes on the average showing up each week. We are seeking new members who share our vision: guys who want to play in a fair, fun skins game. All skill levels are welcome. We have players who have won local events. We have players who have no clue where the ball is going when they tee off. Each group can win skins because the game is fair — handicapped and honest. 

If you lose, you won’t break the bank and need to borrow lunch money the following week. If you win, you earned a free day and then some. If you show up, you are meeting and playing with a bunch of guys who will enjoy your company, as you will theirs.

The PAC Tour By-Laws 2011 Season
Amended 4-11-2012

1. Mission Statement
The PAC Tour is a golf league that plays a Sunday morning skins game between the months of April and September. The mission of the league is to provide a sporting environment for golfers to compete fairly with player scoring recorded according to current USGA handicapping standards. 

2. League Dues:
PAC Tour dues are $20.00 per year. This includes handicapping services. Dues are expected to be paid in full on or before the PAC Masters, the first major tournament of the year. No player will collect any skin winnings unless dues are paid in full. In event a player win a skin and dues are outstanding, the $20.00 fee will be taken from the skin amount.

3. Handicaps:
The PAC Tour is a golf league that adheres to USGA handicapping systems. Handicaps are maintained by the PAC Tour, using a USGA approved computerized handicap scoring program. For the 2012 tour season, all handicaps will be calculated at 100% of their number. The PAC Tour bases the league handicap on the best 5 scores out of the previous 10 posted. Handicaps are computed weekly. During the 2012 season, the skins game will be played “off the rabbit,” meaning the lowest handicap of the day will play get no strokes and all other handicaps will be reduced by the rabbit’s handicap number. 

4. Major Events:
The PAC Tour will sponsor four “major” tournaments each season which will include the following events: The PAC Masters; The PAC Open; The PAC Memorial; and The Crafton Open. To qualify for a major, you must be a member if good standing (have an established PAC Tour handicap) or be a prior PAC Tour major winner.

5. Guests:
Members are welcome and even encouraged to bring guests subject to the availability of starting times with Tour members offered first consideration for tee times available. Prior approval from the Tour Director must be obtained before a guest will be permitted to play to assure no event is over-booked. It is not mandatory that guests play in the skins game; however, guests wishing to enter the skins game will be subject to the following handicap rules: (a) their established or stated handicap will be adjusted to 50%; (b) if guests win a skin, the $20.00 league fee will be taken off the top of their winnings and the guest will then be considered paid in full as a member for that season. All guests may play in greenie competitions at any time. Guests are not eligible to receive the $5.00 per player hole-in-one fee nor are they subject to paying it in event one is scored during an event. 

6. Scheduling:
The PAC Tour schedules its season in advance. Golf courses on the schedule require a commitment on the number of players booked; therefore, the Tour requests all members confirm their attendance on Sunday by no later than noon the previous Friday. No player may show up unannounced and expect to play. Exceptions are permitted only with the consent of the Tour Director. 

7. Fines:
The PAC Tour reserves the right to assess fines for conduct unbecoming the Tour. The fines approved for 2011 include (a) $10.00 for being a no call/no show at a Sunday Tour event; and (b) $20.00 for being a no call/no show at a Tour Major event. 

8. Suspension/Revocation of Membership:
The PAC Tour reserves the right to suspend or revoke the membership of any player for serious violations of Tour conduct rules. In situations where an allegation of serious misconduct occurs, the nature and severity of the offense will be determined by a majority vote of Tour members present on the day the alleged offense occurs. There will be no appeal to a suspension or revocation action. Any dues paid are non-refundable. The decision of the majority will be final.

10. Course Yardage:
The PAC Tour caps the maximum yardage for play at 6,500 yards. In event the difference between course tees is extreme, the tee system closest to 6,500 yards will be the one chosen even if that tee grouping exceeds the 6,500 cap limit.

11. By-Law Amendments:
No amendments to the PAC Tour By-Laws are permitted without approval by a majority vote of the membership in attendance following a formal call to meeting with at least one week’s notice.
